Even if the bomb had been placed in the very center of the street, the chance of catching more than 10 runners was slim.

There are crowds of people at the finish line, and you don't have crowds of runners crossing all at once.

...cordoned off with heavy-duty metal fencing, making it almost impossible to get onto the street where the runners were.

Simply put, spectators' bodies absorbed most of the blast and, apparently, ball bearing shrapnel, before it had a chance to reach the runners.

The bombs were in trash cans along the sidewalk. That's also where the spectators are.
