Can anyone point me to a fuller discussion of Obama's budget?

The focus has (rightly?) been on the chained CPI and impacts on SS in the coming years. Have heard mention of adjustments in other areas, such as Medicare, that would either reduce those costs or provide increased benefits.

What I'm looking for is something along the lines of what's been said about how much average SS will be impacted over time, but aimed at other benefits for seniors. If my SS check will be $100/month lower, will my out of pocket Medicare expenses also be lower by a similar or greater amount?

If I can get better, cheaper health care, giving up a little SS income over time might be a reasonable trade off. Am thinking along the lines of how savings in Medicare payments to providers are slated to support Obamacare.

BTW, at 61, this is more than an academic question.
