The "gangs" in the Senate...

Whenever there is a controversial issue, the Senate seems to want a "gang" to fix the problem. These "gangs" can have from 2 to 14 Senators in them. For example, for the "gun control" problem, they could only find a gang of 2, Toomey and Manchin. For immigration reform, they found a "gang" of 8. In the old Senate, they had a gang of 6.

I wonder what all those other 92 Senators are doing? Are they in Washington just to be potted plants? Obviously, on any given day, we only have from 2 to 14 Senators working for the people. Why are we paying them?
