that is why they favor charity (in which the recipient trades dignity for a pittance) over state benefits that improve the lot of the many and which contribute to the common weal.

i'm not saying that living in tunnels is something that those who have places to live would consider dignified, but to those who use their resourcefulness and pull together as a homeless community and create shelter for themselves, a system of tunnels and lean tos might have more dignity that being put into the shelter system. Homeless shelters will strip whatever dignity a person might have left and toss it into the toilet.

KC is in an active Tornado region, and this is the time of year for them. These Homeless were prepared for that. Now they aren't.
