What is the President's "ideal proposal"??

His spokesman said today that the President did not present his "ideal proposal" but a compromise where he tried to meet the Republicans half-way. Does anyone know what the "ideal proposal" might look like? And why do you agree to meet the other side "half way" with your first proposal? Is that the best way to negotiate? Just curious.
