Can she have her brother campaign for her or are there rules banning it? I'm not familiar with the US rules of campaigning. Would he have to give equal time to Mark Sanford?

We no longer have the Fairness Doctrine, so equal time for the opposition is not a concern. However, Colbert is no dummy and knows people would get bored and turn the channel if he devoted any of his show to a local race involving his sister. Killing his ratings would drive off sponsors, so he's not going to do it.
I'd love to see Stephen Colbert give some stump speeches!
