but anything broadcast has to be paid for.

We no longer have the Fairness Doctrine, so equal time for the opposition is not a concern. However, Colbert is no dummy and knows people would get bored and turn the channel if he devoted any of his show to a local race involving his sister. Killing his ratings would drive off sponsors, so he's not going to do it.
