1. He had a rather bizarre encounter with Vietnam War protestors at the Lincoln Memorial once.

He was in his 'drunken, wandering the halls of the White House talking to the paintings' phase of his Presidency.

On a whim he convinced the Secret Service to accompany him to the Lincoln Memorial one night. He encountered a bunch of protestors against the Cambodian incursion and proceeded to have the verbal equivalent of walking on the beach in a suit and wingtips with the young people.

He remained his usual socially tone-deaf self throughout...

Supossedly one night he sneaked out of the White House and went to the Lincoln memorial to talk with the protestors of the Vietnam war. Drove the secret service crazy.

A number of the protests, including the one I was in, involved streaking to emphasize we did not believe his claim of "nothing to hide"

So he 'incited' that.

He blew off war protesters as a "vocal minority" vs his "silent majority" who he claimed supported the war.

Another example was by his actions: he escalated the Vietnam war, which was already being protested, by bombing Cambodia and invading Cambodia & Laos. Those actions triggered more protests. He initiated the draft lottery and that got protested.
