Is the Grandchild of Human Resources. This is how the corporate world has perceived workers for quite some time. Not as essential team players working towards the same goal, a job well done, a successful enterprise but as resources to tap, drain, kick to the curb when depleted.

Hassett's mistake is he framed the idea in even starker terms: human capital stock. You can almost hear the mooing.

Anthropologists, political scientists, etc. assigned to units in Iraq to help soldiers interact with the locals. At least human capital stock attaches some nominal value to the sentient meat units in question.
