"Legal immigration" is something that mostly White and richer Asian people can do. Legal immigration also encompasses seeking asylum, but that is changing under Trump.

What McConnell is doing is trying to muddy the water between those "good immigrants", mainly White and rich, and the "bad" immigrants who come to the US trying to make a better life and escaping bad situations in their home countries.

It is just one in a tool box of racist and class dividing tactics that conservatives use.
