In the Colorado candidacy case, all they had to do was rule that the constitution forbids an insurrectionist from holding office, so Colorado was allowed to scrub Trump. Instead, they anticipated the mess that might occur if some states scrubbed him while others kept him on the ballot. That wasn't their job, much less tell Congress to come up with guidelines. In this case, all they really need to do is decide if cooking the books in order to bribe people for personal reasons deserves immunity.
