...doesn't hamas STILL rule Gaza through fear?
Or is the situation there so utterly destroyed and chaotic that there is no current "rule"?

doesn't discourage the folks who want to kill Palestinians in Gaza "because Hamas...". Hamas murders anyone who dares oppose them. They publicly torture anyone accused of colluding with Israel.
